I'd say it is, since they get over 3ft long. It would be great for a while,
however make sure you have a place to give him to with a larger system, or
plan a pond. Don't just assume you can get rid of him when he outgrows it.
Just as a note, they don't die easily and will live for a very long time.
We have some that are over 50 years old. As far as dead food, try varying
degrees of stunned goldfish from live to dead. It may take a while but
eventually he should start taking dead goldfish and even frozen smelt.
