I am pretty sure they are bullfrog tadpoles. Toadpoles tend to be small and metmorphose in a few weeks. The tadpoles are about 2-3 inches long and aren't even close to changing.

You may have something on toadpoles, last summer I saw a pool by the Susquehanna River that had thousands of toadpoles along with schools of sunnies. The sunnies didn't seem interested in them at all.

Were they bullfrog tadpoles or toad tadpoles? Toad tadpoles are supposed to
be poisonous and many fish won't eat them.
