Lee, the best techinque I've found is to stand at a narrow opening of a
creek/stream while shuffling one's feet to slightly stir the substrate
without moving one's body too much. If there are minnows present then they
should show themselves when investigating the for the presence of food
items.

In the meantime, wet the netting, gather it up onto the hoop (frame) of the
net with one hand (loosely) and hold the handline in your other hand. When
you see some target species gathering then toss the net out beyond them,
using a back-handed motion and give the handline a quick jerk once it's
settled to the depth that you want. The quick jerk will then orient the
business end of the net so that it's facing you. Just hold the net facing
into the current until when and if there are any fishes present and then
haul it in either slow or as fast as you need to to clear the bottom
substrate of the stream/creek that you are sampling.

Have you ever tossed an old child's toy called the "Hula-Hoop" to make it
"walk" back to you? It's the same kinda motion that you use on the
Shiner-Scoop to get it really out there, behind your intended species.
