According to the July issue of Fisheries (Ross and Loomis, 1999: State
management of freshwater fisheries resources: its organizational structure,
funding, and programmatic emphases), the estimated percentage spent by state
resource agencies on non-game and endangered species management is still
pretty low:

Program/activity Mean %
Range

Put-and-take...hatchery production, stocking 19.7 0 -
70
Supplemental stocking/restoration 13.4
0 - 34
Population assessments for harvest regulations 20.4 5 - 49
Non-game, endangered species management 4.0 0 - 25

Maybe taxon-specific advocacy groups are needed like S.A.S.S. (Shiner
Appreciators and Spawners Society) or Darters Unlimited.
