What airline are you flying? Are you trying to send it cargo or as part of
your "luggage".

I'd try their corporate headquarters or find the top person at Newark and
talk to that person. If you're lucky you might be able to ship the fish,
things have gotten real difficult recently. I had to ship an animal and
spoke to 5 different people and got 5 different answers. I finally found
someone smart enough to call a boss. I was on a 3way call with a senior
manager. I got an answer, but not the one I was looking for. As a private
individual, you may have success. Some airlines are allowing pets to be
shipped cargo without too many restrictions.

In lieu of finding someone who knows what they're talking about, I recommend
going with the box open and a roll of tape so it can easily be inspected and
sealed in front of the airline personnel.

Do whatever you can to have this organized before you arrive; it has the
potential to be ugly.
