I believe that Ontario was early to do this (about 1988). The recent
proliferation of advisories is not an indication of worse conditions, but of
better dissemination of information. It is very upsetting, but on the other
hand I have lived almost 74 years without having that advice, until the last
few years. If you follow the information, it is actually getting better every
year.
