That could very well be it. It is the only thing I have not thought of that
makes sense. There are too many outdated regulations not just in natural
resources. That is probably why when you ask those that should know ( those
in charge of enforceing the laws) you get different answers (OH mussell
example). Nobody knows, its just always been that way. I think it would
serve everyones best interest if someone had to go over these things every
so many years and eliminate outdated and outmoded laws. These things only
lead to confusion, and resentment.

If nothing it could be an arguement to remove more dams =).
