The story below looks-in-how decisions are being made to define and
establish protected habitat for listed species under the Endangered Species
Act. The case of the Topeka Shiner is cited specifically. Issues involved
are ones we've kicked around before, official designations vs. efforts to
work with private landowners. There is no one solution, of course... therein
lies the rub.
