Moon, I agree with Ray & Edward; bullfrog tadpoles will often find a piece of earthworm I've chopped into small pieces for my dwarfs and suck & slurp on them for an extended time. My guess is, they will eat daphnia if the little guys get close enough to their mouths, although part of your problem may be that the tadpoles are also competing with the daphnia for foods mutual to both.
