NANFA-- algae question

I have been led to beleive that the algae in one of my aquariums is
blue-green algae (cyano-bacteria). I of course can not get rid of it. I've
tried all the techniques I can think of. altering pH, temp, removing
amonia(without adding new water), frequent water changes, physically removing
the algae, you name it, I've probably tried it. Ive come to a conclusion that
once the stuff it established, its final. Anyways, I talked to a friend who
owns a fish store, and he said that its not blue-green algae(he said that
that stuff can only establish itself in water that is extremely low in
oxygen. Whats your opinion? this algae coats plants/bottom in a gelatonous
mass. What is it? I would love to hear what you think!! thank you! :) __Dan
