whoa who told you that because its not...

go on their website and read the regulations...

it goes something like anyone can collect or be in possession of up to 500 minnows in the single or aggregate (meaning species) before they need a bait dealer license

the interpritation is in the term "minnows" because they mean baitfish and that can be all over the place, dace, chubs, shiner, minnows, suckers

I have had both in the past but never have been hasseled with just a lincense...as long as you dont collect in places you shouldnt or taking things you shouldnt need more than a fishing license...sounds to me like a typical overstepping their bounds because you specfically asked and mentioned things like darters...

a side note though about panfish...those are considered game fish I believe and that is why regulations could apply, but again that is listed in the fishing license handbook....

scientific permits have restrictions upon the size to take a game fish
