That used to be the case, but Krylon has recently introduced a paint
specifically designed to paint plastics. I haven't tried painting PVC,
but you might go to the retail outlet of your choice and see if they
have it. Last time I looked, I saw the paint at my local ACE hardware
as well as at Wal-mart.

While you are at it, I would love to see the design you are planning to
use for your trap.
