Brian,
One way that you and the scouts could help
in increasing the F. diaphanus population would be to,
Plant Emergent vegetation along the shores and to
improve the shore line habitat by making it more suitable
for spawning and fry survival,

We have been doing a similar project on Belle Isle in Detroit
and it has increased the numbers of a variety of Forage fish.
