Yes, the same is true here in Maryland. My sentence was poorly worded
and open to misinterpretation. I should have written:

"Anglers generate more licensing revenue than nongame fish collectors,
so local authorities are more likely to act quickly and decisively when
gamefish populations are threatened than they would when
non-gamefish populations are threatened. Furthermore, since home
aquarists are not licensed or regulated the same way anglers are, there
is no political incentive for the same authorities to consider aquarists'
needs when making wildlife policy decisions."

I hope that makes better sense.
