To truly be pre-emptive, perhaps following the pre-emptiveness of State
agencies in finding it necessary to label _any_ species imperilled,
regardless of what their State Legislatures have approved for punishment,
would be more on target?

Perhaps then, tragedies like this can be avoided by NANFAns in all
situations.
