I'd second flickr. I've heard a lot of good things about it. Folks could tag their photos w/ the keyword 'nanfa' or something like that.

there is the site flickr.com
perhaps that could work for this use.. but perhaps not.

Another short easy solution would be to have links to member's sites
that contain photos of interest. And then let them deal with whatever
copyright or non-copyright issues they want to deal with. And maybe
create a google search link that only searches those links.
