Almost any paint will peel off of porcelain when immersed. The only possible
material that will adhere is black aquarium silicone cement, if the porcelain
is washed with vinegar first and rinsed and dried. You could smear it on with
a plastic spreader. I would rather line it with black polyethylene sheet
brought over the edge and tucked in the dirt.
