My vote would be for the Emory watershed. In July things are very low there which means GREAT snorkeling. There is alot of nice free campsites available, multiple short canoe trips available, as well as a nice pay campground above Nemo. Within the National Scenic River boundaries we could not collect/keep, but everytime I was there this year you see SO much snorkeling with the 10'+ vis. Downstream of Nemo in the Emory and upstream of Devils Breakfast Table on Daddys Creek are areas outside of the NSR boundaries within the Catoosa WMA which you can collect in, I am not sure with a fishing license but I am permitted. I would have to read through the WMA regs but from what I have heard nothing special applies that wouldn't allow it. A nice free camp site is-in-the confluence of the Obey and Daddys Creek, which has a wonderful small pool absolutely CRAWLING with Woundeds. Upstream of the pay camp site on the Emory is a good stretch to see Spotfin chubs, and some other rare finds
include an Ashy and Olive darter in the last two years. ALOT of 1lb Smallies too, pretty much everywhere you go, and one of my favorite things to do there, rock jumping.

My second suggestion would be the Little River. Good vis for the most part in July usually 2-4, locally depdent though on whats on the banks. There is a nice campsite-in-(pay) on an island with some great diversity and snorkeling, as well as good fishing, that has canoe rentals. The stretch from Melrose Dam (RM 20ish) down to about RM 9 has many access points to snorkel and the canoe trip goes most of that length. I have personally seen up to 13 species of darters and recent records show up to 16 should be possible and over 40 total species. Upstream of that you have a nice change as you get closer to Townsend and the foothills of the Smokies which I've yet to explore.
