Is the steel bottom of the tank structurally integral? If not, replace
it with glass or plexiglass. If so, cement a glass or plexiglass
bottom in on top of it, using whatever cement folks are recommending
for aquarim construction now. I use silicone cement, but some don't
like that for aquaria. I've never had any problem with it. In fact,
with further reflection, I see no reason not to simply cement a new
tank bottom on top of the old whether it is a part of the support or
not.
