This makes perfect sense. Thanks for clearing this up Chris. I wasn't
certain what criteria is used for determing this.

I believe the criteria for determing "the world's smallest _____" is the
maximum known size for a sexually mature individual. In one of these 2 new
species, a ripe female was measured-in-just 7.9 mm, which is a hair smaller
than the smallest sexually mature female known from the marine goby
Trimmaton goby (8.8 mm).
