i beleive the arguement being made is that criminals are typically only
punished for the crimes they commit, not for taking their own money out
of a bank.

Are you propositioning the idea of a flat punishment for poaching over a
punishment based on the scale of the crime?

an interesting idea.. although it seems potentially dangerous.. along
the same lines of the 3 strikes you're out rule in CA.
