Missouri's new fishing regulations do say that it is illegal to transport any baitfish out of the state. Until about a year ago I lived in state, but now I live a couple miles into Kansas and am quite aware of the new policy. It does apply to capture for aquariums unfortunately. This may not effect those collecting with the MDC guys, but if you are collecting with a fishing license it certainly does.

According to state policy, if a group is with Missouri Department of
Conservation personnel, then they are not required to have a permit when
collecting. However, if an individual decides they want to collect on their
own without a MDC person with them, then they will need a permit which
expressly shows that they are permitted to collect.

In addition, there is some silly rumor going around that Missouri passed
legislation banning the collection of fish. That is not true. The state did
pass a wildlife code that limits the take of invertebrates through a permit
because people were collecting inverts heavily in Missouri.

I hope this clears a few things up.
