Draining Lake Powell a foregone conclusion, study says

An 88-page analysis of the Sierra Club's 1996
proposal to restore Glen Canyon recommends that the
federal government consider draining Lake Powell. The
study, published in the Stanford Environmental Law
Journal, does not draw any conclusions but makes a
case for further exploration of the Sierra Club's
push to restore Glen Canyon to its natural state.
