Is it sensible to say you can't drive across the state with minnows without a
$600+ permit? It seems to me that a reasonable interpretation of the wording
"bring minnows into..." means, bring them and LEAVE them. I suspect this was
the original intent - that's the only way such a law makes sense, except as a
pure money grab.
