I in no way want to defend the actions, whatever they were, of the MN
DNR, but I will say that it is _your_ responsibility to be aware of
the laws that are in effect for the place you are working/playing.
He said he had been driving through the state of MN for years, so one
could assume that he had years to look into the laws of MN and avoid
the confrontation if he really wanted to. It's easy to think you can
slide by and not get caught. I can see why he wouldn't have wanted
to pay the $670-some dollars for an annual permit to drive through
MN. But I'm not sure he didn't _know_ that he was supposed to pay
it. Anyway, I don't know any of the parties involved, so all I'm
really saying is, be aware of the applicable laws and violate them at
your own risk... or not.
